How do I know when to suggest meeting in person?

Short answer
Suggest a meeting once you have exchanged at least three messages each and one contained a detail about their life you could refer back to — and make the plan something you would do anyway.
Two conditions are enough. First, you have each sent at least three messages that engaged with the other person rather than just replying politely. Second, at least one of those messages contained a real detail about their life that you could refer back to.
Then make the plan small and something you would do anyway: a market you visit on Saturdays, a run you already join. If the answer is no, you have lost nothing, and the thread does not have to end because of it.
