Is TOEIC Speaking scored by a person or a machine?

Recordings go to the ETS Online Network for Evaluation and are scored by certified ETS raters rather than by an app. Each read-aloud response receives two ratings, one for pronunciation and one for intonation and stress, both on a 0 to 3 scale, and every rating across the 11 questions is summed into one scaled score out of 200.
The criteria are delivery-only, which cuts both ways. A candidate with a strong accent but clear pauses and sentence stress can outscore a fluent speaker who swallows endings. Because the two ratings are separate, a reader who is easy to understand but flat in pitch still loses on the second scale, so marking three stressed words per sentence is worth as much as a pronunciation drill.
